Navigation Seals in the EAEU: What Businesses Need to Know

On April 19, 2021, the Agreement on the Use of Navigation Seals to Track Shipments in the EAEU was signed. In Kazakhstan, it was ratified on March 15, 2023.

The Agreement regulates the tracking of goods during transportation across the territories of two or more EAEU member states using navigation seals. In the Republic of Kazakhstan, comprehensive preparations have been carried out: legislation has been updated, information systems have been improved, and pilot projects have been implemented for road and rail transport.

National Operator

By Resolution of the Government of the Republic of Kazakhstan dated September 10, 2024, No. 731, LLP “Institute of Space Engineering and Technology” was designated as the national operator. The operator developed the electronic shipment tracking information system “Transit,” including a personal account with the option of unified payment for the services of operators from all EAEU countries. The system is integrated with the information systems of the state revenue authorities of the Republic of Kazakhstan and the national operators of the Union states.

Starting from February 11, 2026, the tracking of shipments using navigation seals will be introduced in the EAEU in stages.

Implementation Stages:

Stage 1 (from 11.02.2026):

Transit:

  • road and rail - sanctioned goods, alcohol, tobacco;
  • road - clothing, footwear, electronics.

Export and mutual trade:

  • road and rail - sanctioned goods, alcohol, tobacco.

Stage 2 (after 180 days):

Transit:

  • road and rail - sanctioned goods, alcohol, tobacco, clothing, footwear, electronics;
  • road - other goods under the transit procedure (except excluded goods).

Export and mutual trade: no changes.

Stage 3 (after 480 days):

Transit:

  • road and rail - all the specified categories of goods (except excluded goods).

Export and mutual trade: no changes.

Benefits for Business:

  • reduction of excessive inspections and control measures;
  • protection of cargo from unauthorized access;
  • shipment management via a personal account and unified payment for services.

For the state, this is an effective tool to combat the shadow economy, suppress false transit and false export schemes, ensure fair competition, and secure stable tax revenues.

Carriers, freight forwarders, and other participants in the transportation process need to take into account the requirements of EAEU and RK legislation in advance to ensure uninterrupted logistics and compliance with delivery deadlines.
